David Horton, vice president for Information Technology and chief information officer, is accountable for the entire IT Community.
David Horton
Vice President for Information Technology and Chief Information Officer, Penn State University
David Horton is Penn State’s vice president for Information Technology and chief information officer. He joined Penn State in May 2024. In his role, he provides leadership and vision for the entire IT Community and direct oversight of Penn State IT, which encompasses 1,200 IT employees in the academic, administrative and business areas.

Penn State IT is a group of engineers, support specialists, communicators, developers, educators, and more.
Academic IT
Academic IT supports Penn State’s teaching, learning, and research missions through close collaboration with faculty, staff, students, and academic leadership across the University. Together, we deliver technology services, applications, and support tailored to instructional needs, classroom and lab environments, research computing, and student success. Academic IT also provides localized IT services, consults on academic technology strategy, and works as part of Penn State IT to ensure alignment with institutional priorities while meeting the unique needs of each academic unit.
Commonwealth Campus IT
Commonwealth Campus IT (CCIT) supports Penn State’s Commonwealth Campus mission by delivering IT services, consultation and operational support across the Commonwealth Campuses. Key focus areas include IT consulting, classroom and lab technology, event support, A/V systems, systems administration, user training and service management. CCIT also supports digital signage, accessibility technology, inventory and asset management, and, where applicable, research computing needs.
Information Security
Designs secure IT solutions and delivers enterprise security and identity services using commercial and custom software. To learn more, visit Information Security.
Service Enablement and Applications
Oversees the administration, planning, and operations of Penn State IT. Responsible for analyzing our operations, presenting information related to budget, projects, and strategy, and recommending initiatives that will increase efficiency in our administration and operations of IT. Develop reward, recognition, and development programs for IT staff.
Administrative IT
Serves the administrative mission of the University by providing IT applications, services, and support for 16 unique administrative units, including: Intercollegiate Athletics; Auxiliary & Business Services; Budget & Finance; Development and Alumni Relations; Educational Equity; Enrollment Management; Fox Graduate School; Human Resources; Office of Physical Plant; Office of Planning, Assessment, and Institutional Research; Outreach; Penn State Global; Schreyer Honors College; Student Affairs; Undergraduate Education; and University Police & Public Safety.
Executive Support
Serves as the primary executive support for the Vice President for IT and CIO and is responsible for executive-level communications. The team also works closely with the Deputy CIO, Senior Leadership Team, and IT Leaders and manages the continuity of operations for IT events and initiatives across the University on behalf of the CIO.
Infrastructure and Operations
Provides a seamless and reliable IT Infrastructure that enables the University to accomplish its mission while taking advantage of the scale that can be achieved by providing these services centrally.
